Here's the description.

Okay, so in this world, there isn't a sun that rises, there is light, fire of
coarse. The Daaku Muzai is ruled by vampires, and humans are slaves. The day
of the full moon only comes once in a century, it is known as the festival of
the moon. Humans are used as slaves, and are sent to school only to learn to
obey the vampires. There are also elves and werewolves. Werewolves side with
vampires and elves would side with humans if there were a fight, but are
mostly a nuetral party. Oh, the streets are all lined with torches. Vampires can pick off any one human alone on the streets and kill them with no penalty and there is a vampire king, queen, and prince (who must at least look below 20). The child born on the day of the moon is supposed to bring the vampires out of power. (that will be Kei's character)
